Re: Plan of Correction – MCI Framingham
Dear Deputy Superintendent Donlon:
The Massachusetts Department of Public Health, Community Sanitation Program (CSP) has received your Plan of
Correction in response to my inspection on December 7 and 8, 2023. After review, the CSP finds the plan
appropriately addresses all of the violations noted in the report with the following exceptions:
1. Please clarify the estimated date of repair for the following violations:
a. No soap at handwash sink in Treatment Room # 9 in HSU Building;
b. Soap scum on walls and floor in shower # 1, 2, and 3 in Shower Room (A & B) in Laurel
Building;
c. Curtain damaged in shower # 3 in Shower Room (B & C) in Laurel Building;
d. Mold on shower curtain in shower # 3 in Shower Room (B & C) in Laurel Building;
e. Floor dirty in shower # 2 and 3 in Shower Room (B & C) in Laurel Building;
f. Toilet dirty in Handicapped Bathroom (A) in Algon Building;
g. Mold on grout in shower # 1, 2, and 3 in Shower Room (A & B) in Algon Building;
h. Soap scum on floor and walls in shower # 1, 2, and 3 in Shower Room (B & C) in Algon
Building;
i. Mold on grout in shower # 1, 2, and 3 in Shower Room (B & C) in Algon Building;
j. Soap dispenser broken in Staff Bathroom in Central Kitchen; and
k. Hot water temperature at handwash sink in the Bathroom in Power Plant Building # 3.
2. The Department appreciates the updated information concerning the damaged floor in Gym # B119 in
the Old Administration Building and the Dumb Waiters in Central Kitchen, however we cannot approve
any items that do not identify a reasonable time frame for repair.
3. The CSP has interpreted the requirements for bathing water temperatures to fall between 100°F and
112°F in compliance with 105 CMR 451.130: Maintenance. Please indicate if water temperatures in the
areas below are within this range as well as their estimated date of repair.
a. Shower # 206 in BAU Upper Level Showers;
b. Shower # 1 on Barton (2nd Floor); and
c. Tub in Shower Room (A & B) in Laurel Building.

4. In regard to the issue of overcrowding, the CSP appreciates the limitations of correctional facilities and
the need to accommodate the ever-increasing population; however, we remain concerned with the
overcrowded conditions.
