Re: Plan of Correction – Middlesex County Jail and House of Corrections, Billerica
Dear Sheriff Koutoujian:
The Massachusetts Department of Public Health, Community Sanitation Program (CSP) has received your Plan
of Correction dated February 16, 2024. After review, the CSP finds the plan appropriately addresses all of the
violations noted in the report with the following exceptions:
1. Please provide the corrective actions for the following violations:
a. Mold on caulking in shower # 1 in Dorm # 1; and
b. Mold on caulking in shower # 7 and 8 in Dorm # 2.
2. The CSP appreciates the updated information on the regrading work to be completed outside of
House # 1 to address the water infiltration in the Basement Storage Closet, however, we cannot approve
any items that do not identify a reasonable time frame for repair. Please provide an estimated date of
repair for the regrading work and the removal of the standing water.
