Dear Sheriff McDermott:
The Massachusetts Department of Public Health, Community Sanitation Program (CSP) has received your Plan of
Correction in response to my inspection on December 1, 2023. After review, the CSP finds the plan appropriately
addresses all of the violations noted with the following exceptions:
1. In regards to the odor investigation in the Laundry Storage area in the 2A Unit, the CSP asks to be kept
apprised of the findings and corrective actions taken.
2. In instances where you state "Corrected" or Completed", please indicate the specific corrective action taken.
3. In regards to the issue of overcrowding, the CSP appreciates the limitations of correctional facilities and the
need to accommodate the ever-increasing population; however we remain concerned with the overcrowded
conditions

Re: Plan of Correction – Northeastern Correctional Center
Dear Superintendent Gray:
The Massachusetts Department of Public Health, Community Sanitation Program (CSP) has received your Plan of
Correction in response to my inspection on September 28, 2023. After review, the POC does not adequately address the
violations noted in the report:
1. The estimated timeframe of 6/30/23 for the completion of the showers has passed and the CSP asks that an
updated date be provided.
2. The CSP remains concerned with the violations noted in regards to the shower project and asks you provide a plan
describing the interim measures implemented to ensure the health and safety of inmates and staff in this area.
3. Please provide an estimated date of repair for the leaking roof in property storage of the Cow Barn.
4. While the CSP appreciates the financial limitations of correctional facilities, the time frame to correct damage in
the Farm Dorm Basement appears excessive, the CSP would like these violations corrected within a shorter time
frame:
a. Damaged wall paint in the Day Room;
b. Damaged floor drain in the Day Room;
c. Water stained ceiling tiles in the Chemical Area.

Correction in response to my inspection on November 14, 15, and 16, 2023. After review, the CSP finds the plan
appropriately addresses all of the violations noted in the report with the following exceptions:
1. In instances where you indicate handwash sink and shower temperatures were adjusted, please confirm the
temperatures have been properly adjusted to meet the appropriate regulatory requirements.
2. The CSP appreciates the information provided on the outreach to the contracted pest management company.
Please indicate the corrective actions taken to address the rodent droppings observed throughout the facility.
3. In regards to the issue of overcrowding, the CSP appreciates the limitations of correctional facilities and the
need to accommodate the ever-increasing population; however we remain concerned with the overcrowded
conditions.
