An Act concerning early college and financing efforts.
Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority
of the same, as follows:
1 SECTION 1. Chapter 69 of the General Laws, as appearing in the 2016 Official Edition,
2 is hereby amended by inserting after Section 36 the following section:-
3 Section 37. The department of elementary and secondary education may allow local
4 school districts to permit school and guidance counselors within their districts, counseling to
5 high school juniors and seniors relative to early college planning and financing efforts. This
6 instruction shall include, but is not limited, to the following topics of early college planning:
7 understanding educational loan terms and repayment process; the mechanics of borrowing
8 money; how interest accrues; the use of credit and the impact of debt on credit worthiness.
9 The department may identify and provide information to each school district on cost-
10 effective methods to ensure school and guidance counselors receive adequate training relative to
11 financial aid counseling.
