House Concurrent Resolution No. by Representative Carpenter urges the Louisiana Department of Health (LDH) to conduct a study on the feasibility and impact of allowing Supplemental Nutrition Assistance Program (SNAP) recipients to use their benefits for grocery delivery fees. Currently, SNAP benefits can be used for eligible food purchases but not for delivery costs, which poses a financial barrier for many recipients, particularly the elderly and those with mobility limitations. The resolution highlights the importance of grocery delivery services in improving food access for vulnerable populations, especially in rural and underserved areas where transportation may be limited.
The study requested by the resolution will analyze the demographics of SNAP recipients who could benefit from grocery delivery, evaluate the costs associated with these services, and assess the potential impact on food security and health outcomes if delivery fees were covered by SNAP benefits. Additionally, it will review the administrative and technological requirements for implementing such a policy and consider any potential cost savings from improved food access. LDH is required to submit its findings and recommendations to the relevant legislative committees by February 1, 2027.
