The House Concurrent Resolution proposes the establishment of the Intellectual and Developmental Disabilities (IDD) Acute Care and Crisis Response Task Force, in collaboration with the Louisiana Department of Health, to address the gaps in acute care access for individuals with intellectual and developmental disabilities. The resolution highlights the challenges faced by these individuals, including inadequate responses to acute medical episodes, barriers within the Medicaid and waiver systems, and the need for a coordinated system of care. The task force will conduct a comprehensive study, known as the "Derek's Promise Study," to evaluate these gaps and develop recommendations for improving healthcare access and outcomes.
The task force will consist of various stakeholders, including representatives from the Louisiana Department of Health, healthcare providers, family advocates, and community organizations. It will meet quarterly to assess issues such as emergency room utilization, workforce shortages, and Medicaid reimbursement policies. The task force is required to submit a report of its findings and recommendations to the legislature by January 15, 2027, and will dissolve after completing its business or by January 30, 2027, whichever comes first. All state agencies are expected to cooperate with the task force to facilitate its work.
