House Bill No. by Representative Martinez mandates the Louisiana Department of Insurance to produce an annual insurance market accountability report by March 1st each year, covering the previous calendar year. The report must include detailed information such as changes in average homeowners' and auto insurance premiums by parish, claims filed, paid, and denied by parish, loss ratios and profitability by line of insurance, market entries and exits by insurers, and non-renewal and cancellation rates. Additionally, the report is to be submitted to the House and Senate committees on insurance and made publicly available on the department's website.

The bill also stipulates that the Department of Insurance will collect and compile the necessary data using its existing regulatory authority and may adopt rules to implement these provisions. The first report is required to be delivered within one year of the bill's enactment. The legislation will take effect upon the governor's signature or, if not signed, after the designated time for bills to become law without signature.
