This bill enacts R.S. 47:463.243 to establish a special prestige motor vehicle license plate known as the "Homeschool Proud" plate in Louisiana. The plate will be available to any citizen of Louisiana who applies, provided there are at least one thousand applicants. The license plates will be restricted to passenger cars, pickup trucks, recreational vehicles, and vans. The Department of Public Safety and Corrections will create the plate design in collaboration with an artist selected by Homeschool Louisiana, ensuring compliance with existing regulations.

Additionally, the bill stipulates that an annual royalty fee of twenty-five dollars will be collected for the "Homeschool Proud" plate, along with a handling fee of three dollars and fifty cents to cover administrative costs. The collected fees will be forwarded to Homeschool Louisiana and used solely for its activities. The secretary of the department is also tasked with adopting necessary rules and regulations to implement these provisions.
