The bill amends and reenacts R.S. 32:1734(F) and enacts new subsections R.S. 32:1734(G) through (I) to establish specific requirements for towing and storage companies regarding their operational hours. It mandates that towing or storage companies conducting nonconsensual towing from private property must be available for the release of vehicles or personal property outside of normal business hours, excluding legal holidays and certain exempted hours. Additionally, if a company is unavailable for timely release on the day of closure, they cannot charge a storage fee for that day and must suspend future fees until the next normal business day.
Furthermore, the bill allows the office of state police to adopt necessary rules and regulations to implement these provisions, including the establishment of exempted hours. It also stipulates that the Public Service Commission will determine the administrative and mailing fees for filing the Official Report of Stored Vehicles for both in-state and out-of-state notifications.
