Senate Bill No. 429, introduced by Senator Lambert, amends R.S. 34:851.20(C) to enhance the registration process for certain boats, specifically motorboats, houseboats, and sailboats. The bill stipulates that when ownership of a boat changes, the new owner must file a new application form along with a five-dollar fee and the required registration fee. A new certificate of number and decal, valid for three years, will be issued in the same manner as the original award of number.

Additionally, the bill allows for applications to be filed by possessors of boats with a lapsed certificate of number for at least five years. These applicants must submit an affidavit confirming that they have notified the last holder of the certificate via certified mail and that they have possessed the boat for at least one year prior to the application. The bill also mandates that copies of the notice and return receipt be included with the affidavit, and all documentation must adhere to the format prescribed by the commission. This legislation is set to take effect on August 1, 2026.
