House Bill No. 1381, introduced by Representative Freiberg, amends R.S. 17:3914(C)(3) to require the Louisiana Department of Education to assign unique early childhood education identification numbers to children enrolled in certain early childhood education programs. The bill specifies that these identification numbers will be assigned to children participating in publicly funded prekindergarten programs at schools or early learning centers, as well as to those in non-publicly funded programs with parental consent. The identification numbers will not include social security numbers and will be retained by the child throughout their tenure in early childhood programs and public elementary and secondary schools.

Additionally, the bill mandates that local public school boards assign student identification numbers to every student enrolled in public elementary or secondary schools, unless the student already has an early childhood education identification number. By December 31, 2027, local public school boards are required to link the early childhood education identification numbers to the corresponding student identification numbers for research and analysis purposes. The implementation of these provisions is set to begin no later than August 1, 2027.
