Appointments must be completed by September 1, 2026, with the commission's first meeting scheduled by October 1, 2026. The commission will operate without compensation, except for per diem or expense reimbursements, and is tasked with submitting a report of findings and recommendations by March 1, 2027, or terminating by August 1, 2027, whichever comes first.
