The bill also modifies the registration requirements for cosmetic products by removing the obligation for manufacturers and packers to register cosmetics with the department, as indicated by the deletion of "cosmetics" from the registration requirement in R.S. 40:627(A). Furthermore, it clarifies that cottage cosmetic facilities are exempt from certain fees and regulations, as outlined in the newly enacted R.S. 40:624.1 and R.S. 40:628(E). However, these facilities must still comply with federal regulations, including the Federal Food, Drug, and Cosmetic Act. The bill is set to take effect upon the governor's signature or after the designated period for bills to become law without signature.
