This bill amends R.S. 38:2212(B)(2) to authorize public entities in Louisiana to utilize fillable electronic bid forms for electronic bidding while ensuring compliance with the Louisiana Uniform Bid Form. The new language specifies that these electronic forms must include all text and input fields from the standard bid form and prohibits the addition of any extra bidder requirements or fields. Additionally, it clarifies that deviations in formatting from the Louisiana Uniform Bid Form will not be considered violations of the law.

The bill also maintains that public entities must still adhere to the existing requirements for bid submissions, including necessary documentation and information. Any additional requirements imposed by a public entity that are not mandated by state or federal law will be deemed void in the contract award process. The act will take effect upon the governor's signature or after the designated period for bills to become law without a signature.
