This bill amends R.S. 17:3703(M) to enhance the confidentiality of documents related to intercollegiate athletes' compensation and the revenue sharing programs of postsecondary education institutions. It specifies that any document disclosed by an intercollegiate athlete to their institution regarding the terms and conditions of their compensation contract will be confidential and exempt from public records inspection. Additionally, while the total amount of revenue spent by institutions on athletics revenue sharing programs must be publicly disclosed, specific details regarding payments to individual athletes or allocations to specific sports will remain confidential.
The bill also establishes that any documents created during the negotiation of agreements with intercollegiate athletes as part of these revenue sharing programs are confidential and not subject to public records laws. Furthermore, the provisions of this Act will apply both prospectively and retroactively to all relevant records and requests for disclosure, thereby clarifying the confidentiality of the specified records and information.
