This bill enacts a new provision under R.S. 32:403.3(B)(2)(c) that mandates the Department of Public Safety and Corrections to create specially designed envelopes for drivers with mental, physical, or developmental disabilities, as well as those on the autism spectrum. These envelopes are intended to be provided to the affected individuals or their parents/legal guardians and must include proof as required by the relevant subsection.
The purpose of these envelopes is to improve interactions during traffic stops by offering guidelines that assist law enforcement officers in recognizing and effectively communicating with drivers who have disabilities. This initiative aims to enhance the safety and understanding between law enforcement and individuals with specific needs during traffic encounters.
