For all other vessels and outboard motors, the application for a certificate of title remains voluntary and can be submitted at any time.

The bill also retains existing provisions that prohibit the issuance of a state certificate of title for vessels that hold a valid certificate of documentation from the U.S. Coast Guard. The changes are set to take effect on August 1, 2026, and aim to clarify and enhance the titling process for certain vessels and outboard motors in the state.
