The bill enacts a new provision under R.S. 15:609(K) concerning the drawing or taking of DNA samples in Louisiana. It establishes that any individual required by law to submit a DNA sample who fails to do so will be deemed noncompliant. Upon notification of this noncompliance by the relevant agency, the office of motor vehicles is mandated to flag the individual's driving record, preventing the issuance, renewal, or reinstatement of their driver's license until they provide proof of compliance with the DNA submission requirement.

Additionally, the bill requires the state police to develop rules by January 1, 2027, to flag driver's licenses for individuals with outstanding Combined DNA Index System (CODIS) hits and those who owe the state a DNA sample necessary to complete their full DNA profile. This legislative change aims to enhance compliance with DNA sampling laws and improve public safety measures related to DNA identification.
