House Bill No. by Representative Kerner proposes amendments to R.S. 22:1476(A)(2) to increase the dedication of insurance premium assessments into the Municipal Fire and Police Civil Service Operating Dedicated Fund Account. The bill specifies that for Fiscal Years 2027-2028 and 2028-2029, an amount equal to three hundredths of one percent of the direct gross premiums received by insurers in Louisiana will be deposited into the fund. This percentage will increase to three and one-half hundredths of one percent starting in Fiscal Year 2029-2030 and for each fiscal year thereafter.
The bill also clarifies that the funds deposited will be used solely to support the operations of the office of the state examiner for the Municipal Fire and Police Civil Service. It establishes that all unexpended and unencumbered funds at the end of the fiscal year will remain in the account, and these funds will be considered fees and self-generated revenues available for annual appropriations by the legislature. The proposed changes will take effect on July 1, 2026.
