House Bill No. 308, introduced by Representative Bayham, mandates that state-owned stadium facilities accept cash as a payment option for certain in-person transactions. The bill defines "public facility" to include venues such as the Louisiana Superdome, the Smoothie King Center, and Louisiana State University's Tiger Stadium. It stipulates that if a public facility accepts other forms of payment for a transaction, it must also accept cash, provided the customer is physically present. To facilitate cash transactions, facilities may offer cash-to-card kiosks, allowing customers to convert cash into a debit card for use in completing their purchases. Additionally, the bill prohibits any fees or conditions on the acceptance of cash.

Exceptions to this requirement include transactions conducted remotely (e.g., online or by phone), instances where counterfeit cash is suspected, the use of cash denominations larger than $20, single transactions exceeding $5,000, and parking-related transactions. The provisions of the bill will take effect on July 1, 2026, with the cash acceptance requirement applying to transactions initiated on or after July 1, 2027.
