Senate Bill No. 96, introduced by Senator Edmonds, establishes a new special prestige license plate known as the "Fallen Heroes" plate in Louisiana. The bill mandates that the secretary of the Department of Public Safety and Corrections create this license plate, contingent upon receiving a minimum of 1,000 applications. The plate will be available for passenger cars, pickup trucks, recreational vehicles, motorcycles, and vans, and its design must include the words "Fallen Heroes." The Department of Public Safety and Corrections will also ensure that their electronic vehicle and title registration system is updated to accommodate the new plate.

Additionally, the bill stipulates that an annual royalty fee of $25 will be collected for the "Fallen Heroes" plate, along with a handling fee of $3.50, which will help offset administrative costs. The collected fees will be forwarded to the Capital Area Law Enforcement Foundation to fund the purchase of bulletproof vests for peace officers in Louisiana. The provisions of this bill are set to take effect on August 1, 2026.
