This bill enacts R.S. 46:452, which establishes a Medicaid reimbursement plan for ambulatory surgical centers in Louisiana. The Louisiana Department of Health is tasked with developing and implementing a plan that increases reimbursement rates for gastroenterology, dental, ophthalmology, and otolaryngology procedures performed at these centers. The reimbursement rate will be determined as the lesser of the rate paid for similar procedures in outpatient hospital settings or 100% of the Medicare rate for those procedures. The plan will also include relevant procedure codes and an estimated cost for implementation.
Additionally, the Department of Health is required to annually update these reimbursement rates and submit the plan to various legislative committees by October 1, 2026. The Department must also take necessary actions, including filing any required Medicaid state plan amendments, to implement the provisions of the bill by the same deadline. The implementation of this act is contingent upon the appropriation of funds by the legislature, and it will take effect upon the governor's signature or after the specified time period if not signed.
