This bill amends R.S. 15:824(B)(1)(a) to increase the daily payment amount that the Department of Public Safety and Corrections (DPSC) provides to parish sheriffs for the confinement of individuals in parish jails. The new payment structure specifies that for Fiscal Year 2019-2020, the DPSC will pay $25.39 per day, which will increase to $26.39 per day for Fiscal Year 2020-2021 through Fiscal Year 2026-2027, and further increase to $29.39 per day for Fiscal Year 2027-2028 and each fiscal year thereafter.

Additionally, the bill clarifies that the daily payment will be made from the date of sentencing until the individual is confined in a penal or correctional institution under the DPSC's supervision. It also mandates that the DPSC collaborate with sheriffs to amend basic jail guidelines by December 31, 2020, to include provisions for treatment and educational programming for individuals confined in parish jails.
