Senate Bill No. 35, introduced by Senator Wheat, aims to create a new offense termed "disturbing the peace at a place of religious worship." The bill prohibits individuals from petitioning, picketing, demonstrating, protesting, or assembling within fifty feet of a place of worship in a manner that disrupts or threatens to disrupt the exercise of religious freedom. This includes any actions that intimidate, harass, or interfere with individuals lawfully engaging in their religious practices, as protected by the First Amendment of the U.S. Constitution and Article I, Section 8 of the Louisiana Constitution.
Violators of this new law would face a fine of $500 and a jail sentence of 15 days, with no eligibility for probation or suspension of the sentence. Each day that a violation occurs would be considered a separate offense. The bill also provides a definition of "place of worship," which encompasses churches, synagogues, mosques, temples, shrines, and other buildings regularly used for religious activities. The proposed law is set to take effect on August 1, 2026.
