The bill establishes the Perinatal Bereavement Care Initiative within the Louisiana Department of Health, specifically under the office on women's health and community health. This initiative aims to enhance access to and the quality of perinatal bereavement care across the state. The Louisiana Department of Health will coordinate with the Commission on Perinatal Care and Prevention of Infant Mortality, as well as nonprofit organizations, to provide essential resources to hospitals with maternity units or neonatal intensive care units. These resources include training for hospital personnel on supporting families after perinatal loss, the provision of perinatal cooling devices, and assistance in identifying bereavement services.
Additionally, the bill mandates that the Department of Health identify hospitals that meet specific criteria, prioritizing those lacking perinatal cooling devices and those serving high-risk maternal patients. The department is authorized to seek funding from various sources to support the initiative and is required to submit annual reports to legislative committees detailing the initiative's progress, including hospital participation and training outcomes. The bill amends the heading of Part XII-A of Chapter 5-B of Title 40 of the Louisiana Revised Statutes, changing "PHYSICAL HEALTH POLICY" to "PERINATAL HEALTH," and enacts R.S. 40:1124.3 to formalize the initiative. The bill is referred to as "Angel's Law."
