House Bill No. by Representative Echols proposes the enactment of R.S. 11:157.1, which allows municipalities with a population of 5,000 or fewer to terminate their participation in the Municipal Police Employees' Retirement System (MPERS). The bill stipulates that a municipality must adopt a termination resolution and provide written notification to MPERS at least 30 days prior to the effective date of the resolution. Additionally, the municipality must inform any new employees of their nonparticipation in MPERS before their hiring date.

Once the termination resolution is effective, the municipality is prohibited from enrolling any new employees in MPERS, and neither employer nor employee contributions will be made for these new hires. However, employees who were already members of the retirement system before the resolution's effective date will remain members. The resolution will take effect 60 days after its adoption by the governing authority of the municipality.
