The Senate Resolution urges the Louisiana Highway Safety Commission to conduct a comprehensive study focused on reducing distracted driving, implementing driver refresher courses, and improving driver understanding of modern traffic control designs. Distracted driving, attributed to activities such as mobile phone use and in-vehicle technologies, is a significant contributor to traffic accidents in Louisiana. The resolution highlights the need for enhanced driver education to address these issues, particularly as new traffic patterns and control designs, like roundabouts, become more prevalent.

The study mandated by the resolution will analyze the primary causes and frequency of distracted driving incidents and will provide recommendations for both voluntary and mandatory driver refresher courses. The Louisiana Highway Safety Commission is tasked with reporting its findings and recommendations to the Senate Committee on Transportation, Highways and Public Works, as well as to the David R. Poynter Legislative Research Library, no later than sixty days before the start of the 2026 Regular Session of the Legislature.
