The House Resolution urges the Louisiana Department of Health (LDH) to enhance oversight and performance tracking of the Medicaid Managed Care Incentive Payment (MCIP) program. This program is designed to support managed care organizations (MCOs) in addressing health equity and improving health outcomes. A recent performance audit highlighted significant gaps in the program, including the lack of clear outcome definitions and effective data reporting mechanisms, despite a substantial state investment of nearly $2.5 billion in various Medicaid initiatives from 2018 to 2023. The resolution emphasizes the need for stronger program design, transparency, and accountability to ensure that funds are utilized effectively for the benefit of Louisiana's Medicaid population.
To address these issues, the resolution requests that LDH develop or refine metrics to better assess health outcomes and cost-effectiveness, while collaborating with MCOs and community partners to implement evidence-based practices. Additionally, LDH is mandated to submit quarterly progress reports on the reform efforts of the MCIP to the House Committee on Health and Welfare, starting no later than October 1, 2025, and continuing through July 1, 2026. This initiative aims to ensure that the MCIP delivers measurable benefits to the state's most vulnerable populations.
