In addition to his military service, Graves earned a Juris Doctor degree from Louisiana State University and practiced law in Shreveport, Louisiana.

Major General Graves was also actively involved in promoting general aviation in Louisiana after his retirement, founding the Shreveport Airports Hangar Owners Association to enhance aviation opportunities in the region. He received numerous awards for his service, including the Air Medal and the Distinguished Service Medal. Graves passed away on November 12, 2022, and is survived by his wife, children, grandchildren, and siblings. The resolution honors his legacy and contributions to both the state of Louisiana and the nation.
