House Resolution No. by Representative Boyd commends Bishop L. John Phoenix, the pastor and founder of Victory Christian Center International, for his significant contributions to the New Orleans community. Bishop Phoenix has been a dedicated member of New Home Ministries for over thirty-five years, serving as an assistant pastor before becoming the senior pastor in 2005. Following the devastation of Hurricane Katrina, he returned to New Orleans, inspired by his faith, to help rebuild the community and reestablish the church under its new name.

In addition to his pastoral work, Bishop Phoenix founded The Victorious Living Media Ministry, which allows him to spread the Gospel across the United States. He has achieved notable milestones in his ministry, including baptizing individuals at the Sea of Galilee and preaching at the tomb of Jesus Christ. The resolution recognizes his leadership and dedication to his congregation and the broader community, expressing hopes for his continued success in future endeavors.
