House Resolution No. by Representative Bayham commends Emily "Emmy" Ella Rabalais for being crowned the inaugural Miss Teen Wheelchair USA. At just eighteen years old, Emmy, a resident of Jefferson Parish, Louisiana, has made history as the first titleholder in the pageant's teen category. Previously, she held the title of Miss Teen Wheelchair Louisiana USA and has actively represented her state while raising awareness for girls with disabilities across the country.

In addition to her pageant achievements, Emmy is deeply involved in her community, participating in local politics and supporting candidates who advocate for her community's needs. She is the youngest member of the Republican Women's Club of Jefferson Parish and has volunteered with organizations such as Give Kids the World Village and Mardi Paws/Scott's Wish. As an incoming senior at The Oaks Private School with aspirations for a future in politics, the resolution expresses the House of Representatives' sincere wishes for her continued success in all her endeavors.
