The bill amends R.S. 17:24.4 to enhance the Louisiana Educational Assessment Program by specifying the administration of standards-based assessments in English language arts, mathematics, science, and social studies. It mandates that assessments in English language arts and mathematics be conducted in grades three through eight and at least once in grades nine through eleven. Additionally, by the school year 2027-2028, assessments in science and social studies will be required in no more than four grade levels each, with the stipulation that these tests are not given in the same grade levels. The bill also allows for retesting opportunities for students.
Furthermore, the bill outlines that fourth and eighth-grade students must demonstrate proficiency in English language arts and mathematics to advance to the next grade, with the achievement levels set in relation to national test scores. The State Department of Education is tasked with establishing intervention options for students who do not meet proficiency, which may include remediation or alternative placements. The State Board of Elementary and Secondary Education is also directed to investigate the use of nationally normed or criterion-referenced assessments to meet federal requirements and report findings by February 6, 2026.
