The Senate Resolution urges the Louisiana Department of Transportation and Development to support the University of New Orleans Transportation Institute (UNOTI) in conducting a planning study for the South Claiborne Avenue Link Development project. The first phase of the project will connect key intersections, improving mobility for residents and linking significant destinations such as the Superdome and Smoothie King Center.

The resolution emphasizes the need for a comprehensive planning study that includes community engagement, technical assessments, funding strategies, and long-term maintenance recommendations. UNOTI, recognized as Louisiana's only Tier I University Transportation Center, is well-equipped to lead this study due to its previous successful research in similar projects. The findings and recommendations from this study are to be reported to the Senate Committee on Transportation, Highways and Public Works, and the David R. Poynter Legislative Research Library at least sixty days before the next Regular Session of the Legislature.
