House Bill No. by Representative McMakin enacts R.S. 32:414.6, which establishes new regulations regarding the issuance of driver's licenses and state identification cards by the office of motor vehicles. The bill stipulates that these credentials cannot be issued to individuals who are not citizens of the United States or aliens lawfully present in the country without citizenship. For those aliens who are lawfully present but not yet citizens, the issued identification must include a restriction code. Additionally, the office of motor vehicles is required to send an official notice to these individuals, informing them of their voting restrictions under Louisiana law, which includes penalties for attempting to register or vote.

The bill also mandates that the notice be translated into multiple languages, including French, Hindi, Mandarin, Spanish, Tagalog, and Vietnamese, as well as any other translations required by federal law. The office of motor vehicles must maintain a record of noncitizens who receive this notice and transmit this data monthly to the secretary of state for voter list maintenance. Furthermore, the office is tasked with adopting necessary rules and regulations to implement these requirements, including ensuring that any system upgrades accommodate the new restriction codes. The act includes a severability clause to ensure that if any provision is found invalid, the remaining provisions will still be enforceable.
