The bill, enacted as R.S. 17:166.1, establishes provisions for the transportation of students under the age of eighteen by transportation network companies (TNCs) to and from schools or school-related activities. It allows local public school boards to contract with TNCs, provided that these companies comply with specific requirements. These include ensuring that drivers are at least twenty-one years old with a valid Louisiana driver's license, undergoing thorough background checks, and completing child safety education. Additionally, TNCs must implement technology solutions for real-time ride tracking and safety monitoring, maintain vehicles that meet certain age and inspection criteria, and provide commercial automotive insurance that covers unaccompanied minors.

The bill also mandates that drivers conduct daily pre-trip inspections of their vehicles, documenting any safety-related defects, and ensuring that any noted issues are addressed before providing services. Furthermore, TNCs are required to publish an annual safety report on their websites. The rules governing these services will be determined by the department in accordance with the bill and the contracts between TNCs and local school boards. The act will take effect upon the governor's signature or after the designated period for bills to become law without a signature.
