This bill enacts a new provision under R.S. 2:135.1(L)(3) that allows Federal Aviation Administration (FAA) certified aviation maintenance technicians to enter public airport facilities to conduct assessments, inspections, consultations, and perform minor repairs on privately owned aircraft stored in these facilities. The work must be authorized in advance by the airport, and the aircraft owner retains the right to bring in a certified technician, provided that all work complies with the regulations outlined in 14 CFR Part 43.
Additionally, the bill outlines specific requirements for the FAA certified technicians, including obtaining authorization from the aircraft owner, adhering to airport security measures, and presenting valid certification and proof of liability insurance upon entry. If the aircraft is stored in a hangar owned or leased by someone other than the owner, the technician must also secure prior written permission from the hangar owner or lessee to perform any work. The provisions of this act will take effect on July 31, 2025.
