House Bill No. 478, also known as the "Signs of Hope Act," mandates that public high schools and public postsecondary education institutions display specific information regarding pregnancy, adoption, and neonatal care in their health centers. The Louisiana Department of Health (LDH) is required to produce and distribute signs that read "Pregnant? Help Is Available for You and Your Baby!" along with a link to the department's pregnancy information website. These signs must be prominently displayed in patient admission areas, waiting rooms, and consultation rooms, and must be printed in a large, easily readable font on durable material measuring at least 16 inches by 20 inches.
Additionally, the bill requires the LDH to create and provide pregnancy help booklets at no cost to patients, which must include information about available services for pregnant women, adoption options, and neonatal care. The booklets are to be made available in the same areas as the signs, and the department is prohibited from including any text that promotes elective abortion. The bill also stipulates that the department must post information on its website regarding how to request these booklets and develop necessary rules and regulations for their distribution.
