House Bill No. [insert number] enacts new provisions under R.S. 26:81.1 and 281.1, establishing a temporary moratorium on the issuance of alcoholic beverage permits within District 3 of the Louisiana House of Representatives. This moratorium will be in effect from August 1, 2025, to December 31, 2026, during which time no new permits for the sale of alcoholic beverages will be granted for licensed premises classified as Class B or Class C that have less than five thousand square feet of public habitable floor area.

The bill allows existing valid permits as of August 1, 2025, to continue and be renewed, provided that the permit holders comply with all relevant laws and local ordinances. However, these permit holders will not be able to obtain permits for additional locations within the district. If a permit holder ceases operations or fails to maintain a valid permit for any reason, they will lose the right to renew their permit.
