The bill amends and reenacts several provisions of R.S. 51:1057 concerning the Empowering Families to Live Well Louisiana Council, which includes changes to the council's membership, meeting frequency, and implementation plan submission. Notably, the executive director of the Louisiana Budget Project is replaced with the executive director of Invest in Louisiana, and the number of at-large members appointed by the governor is reduced from three to one. Additionally, a new member representing Ellevate Louisiana is added to the council. The co-chair position previously held by a Senate member is now designated to the chair of the Senate Committee on Health and Welfare.
The bill also modifies the council's meeting requirements, changing from a minimum of six meetings per year to at least one meeting each quarter. The deadline for submitting the implementation plan to the Senate and House Committees on Health and Welfare is extended to June 30, 2026, and the interim report requirement prior to the 2019 Regular Session has been removed. Furthermore, several sections of the existing law are repealed to streamline the council's structure and operations. The act will take effect upon the governor's signature or after the designated period if not signed.
