The bill amends and reenacts several provisions of R.S. 51:1057 concerning the Empowering Families to Live Well Louisiana Council. Key changes include the replacement of the executive director of the Louisiana Budget Project with the executive director of Invest in Louisiana, and the reduction of at-large members from three to one, who will be appointed by the governor. Additionally, a new member representing Ellevate Louisiana is added to the council. The leadership structure is also modified, designating the chair of the Senate Committee on Health and Welfare as a cochair alongside the secretary of the Department of Children and Family Services.

The bill further stipulates that the council must meet at least once each quarter instead of the previous requirement of convening no less than six times per year.
