The provisions of this act will take effect once a specific appropriation of funds for its implementation is enacted by the Louisiana Legislature. The effective date will also be contingent upon the governor's signature or the expiration of the time for bills to become law without a signature. If the bill is vetoed and later approved by the legislature, it will become effective the day after such approval.
