This bill enacts a new section, R.S. 9:1114, which establishes the right to display the flag of the United States without restrictions from planned communities, condominium associations, or lessors. Specifically, it prohibits any such entities from adopting or enforcing rules that would outlaw or limit the display of a removable, portable U.S. flag. However, the bill allows for reasonable regulations regarding the size, time, place, and manner of displaying the flag, ensuring that while individuals can freely display the flag, there are still some guidelines in place.

Additionally, the bill provides for civil relief in the form of injunctive relief for individuals whose rights to display the flag are violated, including the possibility of recovering court costs and reasonable attorney fees if such relief is granted. The provisions of this Act will only apply to new covenants, declarations, contractual provisions, leases, or rental agreements created after the effective date of the Act, ensuring that existing agreements are not retroactively affected.
