The proposed bill, known as the "Kids Online Protection and Anti-Grooming Act," aims to establish a duty of care for online platforms that interact with minors. It defines key terms such as "covered platform," "minor," and "online video game," and outlines specific responsibilities for platform owners and operators. These responsibilities include implementing default privacy settings that prohibit adults from connecting with minors without consent, restrict direct messaging unless connected, and limit the sharing of minors' precise geolocation. Additionally, the bill allows legal representatives of minors to manage account settings and receive notifications regarding exposure to explicit material or new connections.

Violations of the provisions outlined in the bill may result in civil fines of up to $10,000 per violation, enforced by the attorney general. The attorney general is required to provide written notice of any alleged violations and allow the platform owner or operator a chance to rectify the issue before pursuing legal action. The bill also stipulates that all fines collected will be used for consumer protection enforcement and education. The provisions of this Act are set to take effect on June 1, 2026.
