The proposed bill enacts R.S. 9:2717.4, known as the "Kids Online Protection and Anti-Grooming Act," which establishes a duty of care for online platforms that contract with minors. It defines key terms such as "covered platform," "minor," and "online video game," and outlines specific privacy protections that must be implemented for minors using these platforms. These protections include prohibiting adults from connecting with minors without consent from the minor's legal representative, restricting adults from sending private messages to minors unless connected, and ensuring that minors' precise geolocation is not disclosed without proper authorization.

Additionally, the bill mandates that legal representatives of minors have the ability to manage account settings, view connected accounts, and restrict microtransactions. It also allows for the option to opt-out of these protections with express consent. Violations of the provisions can result in civil fines of up to $10,000 per violation, enforced by the attorney general, who must provide notice of violations and allow for a cure period before taking further action. The bill is set to take effect on June 1, 2026.
