The bill amends R.S. 11:1305(D)(2) of the State Police Retirement System to allow individuals with at least six months of service credit in the system to purchase credit for out-of-state full-time law enforcement service. The previous requirement of having ten years of service credit and the stipulation that membership must begin on or before June 30, 2008, have been removed. The bill outlines the process for members to apply for this service credit purchase, which includes providing information about their previous employment and ensuring that the service does not duplicate any existing retirement or pension credit.
Additionally, the bill specifies that the cost of purchasing this service credit must be covered by the member through actuarial costs determined by the retirement system actuary. Members can pay this cost in a lump sum or through an installment agreement not exceeding thirty-six months. The funding for the costs associated with this act will come from employee payments and any additional costs will be covered by increased employer contributions, in accordance with the Louisiana Constitution. The act will take effect upon the governor's signature or after the designated period for bills to become law without a signature.
