This resolution directs the Partners in Protecting Children Subcommittee of the Children's Cabinet Advisory Board to conduct a comprehensive study of the child welfare system in Louisiana. The impetus for this study stems from tragic incidents involving children, including the overdose death of two-year-old Mitchell Robinson, III, and the fatal abuse of two-year-old Ezekiel Harry. Reports indicate that the Department of Children and Family Services (DCFS) failed to adequately respond to warnings about these children's safety, highlighting systemic issues within the agency, such as staffing shortages, funding cuts, and inadequate services for children in state custody.

The resolution mandates the subcommittee to analyze the challenges faced by children and families receiving assistance from DCFS and to develop recommendations aimed at improving outcomes and enhancing child protection. The findings and recommendations from this study are to be compiled into a written report and submitted to the House Committee on Health and Welfare and the David R. Poynter Legislative Research Library by February 1, 2025. This initiative reflects a legislative commitment to address the deficiencies in the child welfare system and ensure the safety and well-being of vulnerable children in Louisiana.
