The House Resolution directs the Partners in Protecting Children Subcommittee of the Children's Cabinet Advisory Board to conduct a comprehensive study of the child welfare system in Louisiana. This initiative comes in response to tragic incidents involving children, such as the deaths of two-year-old Mitchell Robinson, III, and two-year-old Ezekiel Harry, which highlighted significant failures within the Department of Children and Family Services (DCFS). Reports indicate that DCFS has been struggling with staffing shortages, inadequate funding, and a lack of stability for foster children, leading to concerning outcomes in child safety and welfare.

The resolution mandates the subcommittee to analyze the challenges faced by children and families receiving assistance from DCFS and to develop recommendations aimed at improving the system. The findings and recommendations from this study are to be compiled into a written report and submitted to the House Committee on Health and Welfare and the David R. Poynter Legislative Research Library by February 1, 2025. This effort aims to enhance the effectiveness of child protection services and ensure better outcomes for vulnerable children in the state.
