He has implemented various programs aimed at supporting survivors of human trafficking, sexual assault, domestic violence, and child solicitation. Notably, he established a Cyber Crime Unit to combat online predation and secured funding for victim recovery initiatives.

The resolution highlights Middleton's significant contributions, including the addition of a victim advocate to facilitate communication between victims and the Cyber Crime Unit, as well as obtaining a $70,000 grant for an online recovery program.
