HB 982 2024 Regular Session Walters
Present law provides for the composition of the La. Commission on Law Enforcement and
Administration of Criminal Justice, and provides for 59 members of the commission.
Proposed law would have increased the membership to 63 by adding four members, one
member from Caddo Parish, one member from East Baton Rouge Parish, one member from
Orleans Parish, and one member from Jefferson Parish, each of whom would have been
required to be a community leader with prior law enforcement experience or study within the
law enforcement discipline from a university or law school or an academic expert with prior
law enforcement experience or study within the law enforcement discipline from a university
or law school and appointed by the governor.

VETO MESSAGE:
"Please be advised that I have vetoed House Bill 982 of the 2024 Regular Session. This bill
seeks to increase the membership of the Louisiana Commission on Law Enforcement and
Administration of Criminal Justice (LCLE) from an already large number of 59 members to
63 members, dictates where those members must reside, and dictates that those members
must come from a university or a law school. The current membership of LCLE already
includes multiple members from each of the areas of the state specified in House Bill 982,
and the current membership requirements already allow numerous at-large appointments for
professionals or laypersons having a vital concern with law enforcement and the
administration of criminal justice. Further, the current membership total for LCLE makes
it already one of the largest memberships of all boards and commissions in this state. Thus,
House Bill 982 is simply unnecessary.
For these reasons, House Bill 982 will not become law."
