House Concurrent Resolution No. 120, introduced by Representative Jordan, calls for the establishment of an advisory task force by the Louisiana Department of Insurance. The task force is tasked with studying the possibility of eliminating the state requirement for motor vehicle insurance and exploring approaches taken by other states that have minimal or noncompulsory insurance requirements. This initiative arises from the concern that Louisiana has some of the highest motor vehicle insurance premiums in the nation, significantly exceeding national averages. The resolution highlights examples from other states, such as Florida, New Hampshire, and Virginia, which have implemented various strategies to alleviate the financial burden of insurance on residents.
The task force will be composed of representatives from various organizations, including the Louisiana Association for Justice and the Consumer Federation of America, and will be chaired by the commissioner of insurance or their designee. Members will serve without compensation, except for any per diem or expense reimbursements they may be entitled to. The task force is required to meet as necessary and submit a written report of its findings and legislative recommendations to the relevant legislative committees by February 1, 2025, after which it will be dissolved.
