The proposed concurrent resolution urges and requests Governor Jeffery M. Landry to make an application to receive funding
for the Summer Electronic Benefits Transfer (EBT) Program for nutrition assistance.

EXPENDITURE EXPLANATION
The proposed concurrent resolution requests that the Governor (through the Department of Children and Family Services)
make an application for the Summer EBT Program. There is no anticipated cost to the DCFS to submit the application;
however, once the Summer EBT Program (also known as SUN Bucks) is approved, DCFS projects an increase in expenditures
of $7,305,340 for FY 25 and an indeterminable increase for recurring costs in subsequent out years. The source of funding is
$3.6 M SGF and $3.6 M Federal, as the Summer EBT Administration federal grant requires a 50% state general fund match.
The Summer EBT Program is meant to provide grocery-buying benefits to low-income families with school-aged children
during the summer months.
Note: The Supplemental Appropriation Bill (HB 782 of 2024 RS) for FY 24 has a recommended $7.3 M ($3.65 M SGF and
$3.65 M Federal) to DCFS for the anticipated increased expenditures for the Summer EBT Program in FY 25.
DCFS reports the Summer EBT Program application was submitted to the US Department of Agriculture (USDA), Food and
Nutrition Services (FNS) on 5/03/2024, which included a waiver and Notice of Intent. The department is in daily
communication with the FNS on the approval status of the Summer EBT Program application. DCFS reports that FNS has
committed to the approval of the department’s application to receive benefits but requires up to sixty days to finalize the
approval status. DCFS anticipates finalizing the next step of the application process by submitting its Plan of Operation and
Maintenance (POM) to FNS within the next few days.
DCFS intends for grocery-buying benefits to be available to eligible recipients in June 2024. The USDA is partnering with
Nutri-Link Technologies, Inc. to develop an online application to allow families to apply for Summer EBT benefits if
uncertified, and state agencies can opt-in at no cost. DCFS plans to participate in this process to ensure uncertified families
have access to an online application for the program located on the USDA website starting July 1, 2024.
The LA Department of Education (LDOE) does not anticipate a direct material cost associated with implementing the Summer
EBT Program. The LDOE and National School Lunch Program (NSLP) participating schools will support DCFS’s coordination of
this program with existing staff and resources.
REVENUE EXPLANATION
There is no anticipated direct material effect on governmental revenues as a result of this measure.
