The bill amends R.S. 33:9038.32(D) to provide new governance options for economic development districts in East Baton Rouge Parish. It allows the Metropolitan Council of the parish and the city of Baton Rouge to establish a board of commissioners to serve as the governing authority for any district created by the Council. This board can consist of three to seven members, who may or may not reside within the district, and will serve terms of up to six years as specified in the ordinance.

The existing provision that the governing authority of the district shall be the local governmental subdivision establishing it remains intact, but the new language introduces flexibility in governance by permitting the creation of a separate board of commissioners. This change aims to enhance the management and oversight of economic development initiatives within the district. The bill will take effect upon the governor's signature or after the designated period for bills to become law without a signature.
