The bill, known as the "Louisiana Dental Loss Ratios for Dental Healthcare Services Plans Act," establishes a new framework for transparency in dental healthcare plans in Louisiana. It enacts a new subpart within the Louisiana Revised Statutes, specifically R.S. 22:1161 through 1166, which outlines the requirements for dental carriers regarding the reporting of expenditures related to dental healthcare service plan premiums. The bill mandates that all dental carriers must file an annual dental loss ratio report detailing the percentage of premium dollars spent on patient care, as well as other relevant information, to the commissioner by March 1, 2025, and annually thereafter.

Additionally, the bill specifies the calculation of the dental loss ratio, which includes the costs incurred for clinical dental services and activities aimed at improving dental care quality, while excluding administrative costs. The commissioner is tasked with making these reports publicly available and will also compile a report on the collected data for legislative committees. The provisions of this act do not apply to Medicaid or the Louisiana Children's Health Insurance Program, and the act is set to take effect on January 1, 2025.
